Xenon Light Not Self Levelling

hi, my lights are not self levelling any one knows why

If you take off the drivers side wheel, you will see the adjuster. Its like a small plastic arm which sits just behind the hub, Could be something to do with this.

only had this happen to me monday

i had some work on the car and it was not put back correctly
Same thing happened to me when i had the new suspension put on. They said the arm had got caught on the gear box. I recently had a new engine and the lights havn't seemed quite right since then so i think it's happened again.
