Usually means that one bulb isnt working !! The reduction in resistance by only one bulb working causes the relay to flash quickly ! Check either the front or rear indicator bulb !!
Wierd Indicator Problem
I noticed the other day while out in the car that when I put the right indicator on it blinks really quickly, but the left side blinks normally.
Does anyone have any idea what is going on????????

As RIK said. Probably a blow bulb.
