Guessing it goes inside the oil recirc unit on the front of the motor and replaces the diaphram in there which can fail and make your ST sound like a kettle boiling.

Ford have uprated the unit/diaphram on later ST's and this has fixed the problem so it may only be useful for earlier models. Can't say for certain when they introduced the uprated part but I'm pretty sure all the facelift cars have it.

That particular plate is made by Forge specifically for the Mitsubishi TDO4 series of turbos that have been used by Volvo on most of their T5 and R engines over some years until recently.

It is generally used as part of the 'dump valve kit' sold to replace the standard recirculating valve on those turbos that you can find here:
