Looks like an Allen key bolt on the collar

Allen key to undo the grub screw, then a correct size C spanner to move the lock ring.

The ring you are pointing to doesn't move as far as I know - it is a limit stop to stop you lowering the car too much. The 'locknut' you need to move is the castellated ring above that. As the guys say you need an allen key to unlock it & then a C spanner to rotate it. Or a suitable piece of wood & a hammer............................................

Those collars can be removed. One of the members on the Mk4/4.5 ST group on fb had SCC Performance remove his. Dropped the springs at the back to gain access and a bit of hammering at the front to get them off.
