However for the insurer to decline to quote the claim must be a potential high payout involving injury etc.

I had a third party drive into my stationary car in a petrol station fourcourt, no injurys and the third partys insurer repaired my car. But my insurance company still wouldn't give me a renewal quote?
That was with the co op, will never use them again.
