Has anyone ever noticed this happening to their car

There is a section of driveway leading up to my brothers Marina that when I accelerate the car refuses to go over 3000 rpm, its not traction as it is an identical surface all the way along, it happens every time, but only in the ST

There is a section before a particular bend and junction in Southend that when I change down the revs drop really slowly, if I hold the clutch in, it take around 5 seconds to come down from 3500 rpm to idle speed
